Financial Inclusion, Community Development, and Community Relations Expert
As a Certified Project Management Professional and a Certified Master Practitioner in Financial Capability, Carlene has demonstrated expertise in financial capability leadership. She is a graduate of the University of Illinois, holds a Certificate in Organizational Leadership from St. Catherine College, and is a Certified Mortgage Foreclosure Prevention Counselor. She has completed the prestigious Leadership Twin Cities, the Local Initiatives Support Corporation “Careership” community development cohort, and has been an award-winning Toastmaster since 2004.
As an expert in financial inclusion and community development, Carlene has worked on numerous partnerships and initiatives for more than 10 years in Central West Florida, Minneapolis-St. Paul,Minnesota, and Chicago, Illinois. She has served as Founding Director of the Faith In The City Collaborative’s Personal Finance Center and the Phillips Saves Individual Development Account (IDA) program, Mortgage Foreclosure Prevention Manager for Twin Cities Habitat for Humanity, Consultant to the Rondo Community Foundation, and Facilitator of the Prepare+Prosper FAIR Collaborative (a kindred initiative to Bank On).
For the past three years, Carlene lead Bank On Suncoast is a grassroots coalition serving five counties in Central-West Florida, one of the largest and strongest among 100 Bank On coalitions across the United States. This Bank On Suncoast coalition consisted of federal regulators, local government, nonprofits, federally-insured financial institutions, and private industry. Bank On has evolved to a national movement whose goal is to ensure that everyone has access to safe and affordable banking services and products.
Carlene has further worked to elevate community through her service work. This has included Committee Member of the Suncoast United Way Investment Review Committee, Board Director for Nexus Community Partners Foundation, Board Director for Everyday Miracles, and various service roles in Toastmasters International. She currently serves as President-Elect & Board Director of Career Rebound (CareerRebound.org) and as Grant Review Committee Member for the Children’s Board of Hillsborough County.
Carlene started her career in real estate design and development and in the life and health insurance industry in several markets including Chicago, IL, Minneapolis/St. Paul, MN, and Tampa Bay, FL. When the people in her own BIPOC community could not afford to buy what she was designing, building, and selling, she moved into community asset development with the passion to help every community member prosper.
